1976 9.8 running issues

Motor ran great then it unfortunately got submerged in fresh water. Got the motor out quickly and replaced the fly wheel key, clean out the starter and cleaned up the carb and it starts great. Idles great and can idle for hours. As soon as I put it under any pressure it acts like it's not getting gas and will shut off. If I'm careful I can sit there and pump my gas bulb to keep the motor kind of idling putting along but can't get any speed. If it shuts off it'll start right up. I've cleaned the carb multiple times but doesn't seem to help. When I'm trying to give it gas I can see gas leaking out of the carb on the blue gas intake like on the pic. I've also replaced the gasket in the pic but I've made sure the holes match up. Also I've replaced all the gas fittings. Does it sound like carb issues?

If you have cleaned the carburetor that many times it likely is NOT a carburetor issue.---------Do you have strong spark on both leads , yes or no ?---------Report the values of a compression test as well.
 
Both leads are sparking, I will try to get actual values of what they are putting out. How much should they be producing? Will get compression values as well.
Back to one question should the carb leak gas?
 
scratch that, redid the test and both came in at 100psi. I have a gap tester and will test the spark tomorrow but considering i accidentally laid my arm across the plugs and got lit up when I was testing my battery, I would say they were good haha
