1976 9.8 always rich

Hey guys, this 9.8 is hard starting and was always fouling plugs at low and high speeds. Soaked carb checked float and replaced needle, and there was no difference. Spark is good able to jump over an inch. So I suspected a bad carb. The shop guy agreed with me and I got a hold of a used carb. This carb is a BB model like mine. Engine is easier to start now but the idle screw isn't doing anything. It is idling but I can screw the idle screw all the way in or out and does not affect performance. Could someone explain if faulty carb or this carb doesn't work with my model. RIght now she idles but rich. Thanks in advance!
 
Those 9.8 models are known to have issues with the upper and lower crankshaft seals.----Pull the flywheel and check if upper seal is still in place or has popped out of the housing.------Engine needs to be torn apart to replace the lower seal.--------I usually find these seals hard and crispy and replace them when I have one of these engines apart.--------If you loose crankcase compression engine will not run / scavenge properly , results in cold plugs which results in fouled plugs.
 
So far so good, looks like it had the wrong spring. Put my original carb spring in and presto I was able to stall it. She seems to want to be at around 3/4 turns out from seated. I'll test her out on the weekend. But so far it starts easier and looks like my plugs are getting more of a tan now. I'll let you guys know. I don't think it's seals, wouldn't that make it run lean? But none the less thanks for the help guys!!!!!!!!!!!!
