1976 85 hp evinrude tilt and trim problems

my tilt and trim goes all the way up but only goes slightly down ive checked the fluid and it is full. does anyone know of a solution?

When it stops going down, Does the little motor stop spinning? Or does the motor spin and the pistons won't go down?
