1976 6hp no top end power

I have a 1976 evirude 6hp that runs pretty well at slow speeds but does not have the top end power. It was running OK at first and then when it got hot, it would only run at about half speed. I replaced the magnetos, cleaned the carb, changed the cork float for a plastic one, changed the spark plug wires and it has a new gas tank and hose. I have also checked the points gap and set it at .020.

Will the condenser and/or points prevent it from having the top end power it should or if those are bad does it typically run the whole power spectrum?

Hook up a timing light to see how spark behaves at full throttle.------Do a compression test as well, it may be a blown head gasket.
 
I don't have a timing light and I am not sure at what point on the flywheel it should be compared to. Completed a compression test and both cylinders are in the 70PSI range and hold the compression. I found another article on a forum that stated sometimes the exhaust gasket can leak and choke down the engine at high power settings. It idels fine and forever but when running full throttle under load in a barrel with the cover on, it bogs. Remove the cover an immediately it goes back to full power. I am thinking this may be my issue. I am going to try and run it this weekend on the boat and see how she does. The solution from teh other forum was to drill a couple of holes in the cowling and then use bondo and a screen to prevent foreign object from getting in the cowling. According to the person that did that it solved his problem. I think I will try running it on the boat first before I drill holes in it.
