1976 200HP Johnson motor - PT/T not working

We have a 1976 Johnson 200HP outboard motor on our Larson boat. The motor itself is great! However, this year we couldn't get the trim to work. Trim up responds with the "click click click". Trim down, nothing. Boat motor doesn't move up or down. Got the manual out, and the voltmeter and tested the electrical per the instructions. Selenoid returns a current, and the manual says this is NOT supposed to happen. Therefore, making the selenoid the problem. We switched it out with a new one, the trim still does the same thing, click click, bla bla. Sooo, do you suppose it's the motor then? Why would the voltmeter reflect an issue with the selenoid. Possible that both are shot? What is the easiest way to check the trim motor. By removing the boat motor... :\

Does the motor have 3 wires ??-------------------Try black to - and one of the others to + on a known good battery and see what happens.
