1975 Johnson Outboard Fuel Leak

I found the drip of my fuel leak. It's slow, but it's dripping from the Nipple in the intake manifold system. It's part #26 here:

I also found a short black hose in the bottom of the engine compartment that looks like part #36 maybe that goes over the nipple? If I put the hose back on will that somehow stop the leak? Or is there some other problem? What is the function of that nipple and hose anyways? Thanks for your help!
 
A hose attaches to that nipple with the other end of the hose attaching to the nipple on the carburetor face plate, Part #29.

Excess fuel/oil flows from the carburetor face plate to the intake manifold... recycles.
