1975 Johnson 15 HP Fuel Issue

I have a 1975 Johnson 15 HP outboard with good spark and good compression. After priming, the carb bowl fills up as it should, and the primer ball becomes firm. When attempting to start, motor does not even try. There doesn't seem to be any fuel passing through into the cylinders after checking the spark plugs. I can get it to fire if I spray fuel directly into the cylinders. Tried cleaning the carb out but that did not change anything. Just looking for something try next. Thanks!
 
When you pull the choke knob out does the choke flapper actually close , yes or no.----The choke lever can be installed upside down so check that too.

That's actually a good possibility. The flap does close but not very tightly, and sometimes the choke nob needs to be pulled pretty hard. And when you say lever you are referring to the lever that fits into the choke knob correct? The choke was actually the first thing that I repaired on the motor. I did not mess with the lever but it is possible the previous owner did not install it correctly because he had the choke jimmy rigged with an incorrect choke knob and also without a detent when I bought the engine. Also I noticed that the lever only makes contact with the choke shaft right at the end after pulling the choke knob. Should these two pieces move as one unit right from the beginning?
 
The black plastic knob that you pull out may be upside down.---Look at it the slot is longer on one side than the other.
