1975 johnson 115 not getting up to full speed

Hi all,
I recently bought a boat with a 1975 Johnson 115 on it. The guy I purchased it from said he didn't run it for 3 years. When I first tried using it, it didn't start. Eventually I got it to run on high idle and now it starts and idles perfectly, but only goes about 10 mph. I cleaned (but didn't rebuild) the carbs, they looked very clean and I suspect they were recently cleaned. I did notice there was a ground that was in between the motor and the carb causing an air leak which I suspect is why it didn't run at first. I checked the spark twice, the first time I checked it at 7/16" and only one of the 4 wires made it. I charged the battery and set it for 3/8ish and all 4 made the jump it's hard for me to find help so the only way I could see the spark from the counsole is if I had it at the shorted distance. I took it out again yesterday and it ran the same (10mph max). I decided to take off the carb silencer and that's when it ran full speed, but only for 30 seconds. I was able to get it to go fast one other time for 30 secondo again. Does anyone have any thoughts or ideas on this?
