1975 Evinrude engine problem

I recently bought a 16.5' Landau boat that came with a 70 HP Evinrude. The motor had not been ran in years from what the guy told me. I have done a compression check on all three cylinders and they are all running between 115-120 psi. I have cleaned 2 carbs and put a kit on the lower one. I changed the plugs and the lower unit oil(which was milky) and then fired it up on the muffs. It starts up nice and runs good but when I brought it to the lake for the first time it ran good for a few minutes and then just lost all its power and stalled out. I tried to start it again and it would not fire up. It seems to me that it is getting too much gas and flooding out but I am no mechanic, does anyone have any suggestions or have had a similar experience?​
 
Anytime an outboard sits for years like that there are certain things that must be done to bring it back to life. Keep in mind that rubber deteriorates from sitting so long. The carbs should be thoroughly cleaned and reassembled using new gaskets, needle and seat. Rebuild the fuel pump. Replace the impeller and change the lower unit oil. Check all the wiring for deterioration and fix as required. Since the oil was milky keep a close eye on that as it is getting water in there from somewhere. Be sure to use new gaskets on the drain and vent plugs as that is a common source of water intrusion.
 
Bill, thanks for the reply. I have done everything you said except rebuild the fuel pump and replace the drain and vent gaskets. I also noticed last night when I ran it on the muffs that the top cylinder was pretty warm after only a few min of running, I am now wondering if I need to replace the water pump in it.
