1975 evinrude 85hp float question

I was having trouble with hard

I was having trouble with hard starting and erratic low idle speed on this 85 I removed the air intake cover and noticed apox. 3 inches of the cork gasket was mising? I removed the carbs and found the gasket material (in several pieces) that was missing packed against the bottom reed valve. There does'nt appear to be any damage to the reeds. I am now rebuilding the carbs since there off anyway and the manual says to hold the carb in the position it would be installed so that the float hangs freely then bend the tab at the float end so that it hangs parralel with the carb. When I do this the float touches the top of the bowl preventing the needle from closing off the fuel flow. Should this be bent so that when the needle is off it is parralel? Can anyone tell me the correct way to adjust these floats?

With the carburetor body held upside down, the float being viewed from the side, adjust the float so that the free end of the float (the end opposite the hinge pin) is ever so slightly higher (just ever so slightly off level) than the other end. And when viewed from the end, make sure it is not cocked.
