1975 evinrude 75 hustler

Got a 75 hustler on my StarCraft motor runs great with the hose hooked up to it but when you put it in the water it bogs down and won’t run right. Have cleaned the carbs, replaced spark plugs, and the coils still won’t run right. Seems like it’s flooding just looking for insight on what could be the problem.

Compression was good except bottom cylinder was a little bit lower than the rest but all within operable range.

Were they around 140 PSI ??
