1975 Evinrude 135 idle issues

It runs but I have to keep the idle adjust screw all the way in to the nut. Back off a little abs it dies, I’m guessing it’s around 1000 rpm. New coils, plugs, Ecm, rebuilt /cleaned all carbs. Set floats. With the roller free and cam in line with small not it won’t run. If I run idle adjust all the way in it will keep ‘idling’
butterflies are in sync, open them and it sings sweet. But I can’t drop the idle to 700 ish without dying.

ive only owned since June, no idea if it was overheated. Old coils were original and showed cracks as well as rust in the plug wires. I have rebuilt water pump. Old one showed signs of melted rubber. Missing shaft key.

Will your spark jump a 7/16 " open air gap on a spark tester ??
Yes
Bought the tester
no problem. Fuel is 4 months old. Very clean, put a fuel filter on it when I rebuilt the carbs. Had a fuel leak at the tank inflow to pump. Ordered another online(mistake). Absolutely useless. Put the new intake on the old pump and it’s been running. Tried the pump the bulb while it’s dying, no difference. I did notice it had air in the bulb. Also it drains back to tank inside an hour.
added scull can of sea foam to tank of about 6-7 gallons.
over the last 2 hours it definitely is running smoother, but still won’t idle low enough to me gage the gears.

I did notice though that # 1 cylinder is running hotter than the rest. I had questioned that when I changed the water pump. A friend mentioned a possible clogged water way in top of the head. Removed that, all clear! Replaced but today I noticed it’s still 20 degrees hotter than the other three.
