1975 15hp evinrude leaking lower unit fluid from this hole.

Hello All,
1975 Evinrude 15hp model 15504c is the motor, went out to get the boat ready for the lake, plans came to a halt when I noticed a little puddle underneath the motor, it is lower unit fluid coming from this hole, what is this hole? what is it for? and most importantly why is it leaking lower end fluid.
Sorry the pictures are not the best, I had to crop it way down to make the file fit. but obviously its on the lower unit, right above the gears, opposite side that the drain plugs are on.

Are you sure it's lower unit fluid and not just unburned fuel mix. Is it the first time you have run it this year could be fogging oil.
 
I think it smells like gear oil, I did not fog the engine the end of last year so it is not that, and it literally Is seeping out without the engine even on, we did do some resealing to the actual engine last year and put a little bit of oil in the engine while we had it cracked open to prevent it from rusting/seizing..and we haven't really run it this year, but could that little bit of oil be seeping all the way out the lower unit?
 
I just purchased some lower end fluid and will drain and refill on Saturday probably...I'm assuming if I do have a leak this bad that the oil should be very milky looking...what exactly is the purpose of this hole anyways?
 
It is there to drain the water out of that area to protect from freezing that is why it is important to store the motor in the running position so it drains out completely.
