1974 Merc 200 harness issues

I am helping a 16 yo kid get his grandfather's boat running so he can use it. Its a 1974 Merc 200 20 hp with electric start. Electronic harness is shot. Ordering a new one. Question. would the motor start without the electronic harness? Two - He does not have the connection from the motor that would have the start button on it. does anyone have a pic of that? Three - motor has not been used in 15 years - what do we need to do before starting. plugs changed, oil changed, but it seems very hard to pull the cord, but does pull and shifts easily.

Marvel mystery oil or other kind of lube is in order in cylinder, Dump contents of entire fuel system,clean,flush and or replace all fuel system components,lines ,bulb ,filter ,pump. Pull carburetor, disassemble,soak overnight,clean,scrub every nook and cranny,port, orifice,jet etc. Followed with high pressure water,then high pressure filtered air,reassemble with a new rebuild kit,reinstall. Pull lower unit off and replace entire water pump,not just impeller , Use a sealer on wear plate bottom and bottom of housing surface,plenty of you tube videos on subject for DIYERS. Motor can be started manually,pump primer bulb,set choke and throttle position,and pull away
