1974 Johnson pull start pawl

the black pull start pawl that sits on top of the assembly isnt coming up off the assembly it lock it up. when i take the pawl off it works as it should. it looks like all the pieces are there. wondering what would cause it to not come up out of the way like it should
 
I believe the topic here is the throttle interlock.-----Designed to prevent pulling the rope with too much throttle !!
 
Oh, that thing. Sorry. Early production ones failed to work before the motor even left the showroom. But OMC quickly replaced the 317656 lower lever, so your '74 should have the good parts.
 
the parts diagram shows it called starter interlock pawl. all the parts are there the spring the pawl and the bolt that holds is together. the pawl doesn't raise out of the way. I took the pawl and spring off and it works fine
 
I guess I'm still lost. What motor are we talking about here? I guess I automatically thought 25hp. But not, eh?
 
This is for 1976. Same as 1974 ????

ive looked at the diagrams took it apart put it together 10 times. when I pull the rope the black plastic piece the parts list calls a pawl. its suppose to move up out of the way it doesn't it actually goes down into the pull starter pulley. i have all the parts according to the diagram.it does fine without it if i cant get it figured out il just leave it off
 
One last effort to help.-------When you open the THROTTLE too far this pawl will lock the recoil !!------When you back off the THROTTLE it is supposed to release so you can pull the rope.------Look at and figger it out.
 
Sounds like its fubared. On my own personal outboards I take 'em off. Nobody else runs my stuff. If they do, they are responsible enough to follow my orders. Just like the guy that forever ruined lawnmowers by picking up his mower and trying to cut the hedge. Now you got all these interlock systems that can become not only frustrating but problematic. "KIS".........keep it simple..........but that just doesn't seem to work in today's world.

im with you tim if its just a safety thing il leave it off. theres enough safety features anymore on everything
