1974 johnson 6hp points plate

hi is normal for the points plate to move on a 1974 johnson 6hp i just got this motor haveing troble getting it to go and notice that the points plat which has the throttle postion cam on it move oround is this right thanks

Yes it moves / rotates in order to change ignition timing.
