I need a little imput. Anybody

I need a little imput. Anybody have any suggestions: Im having a lot of problems getting my motor to start and now i noticed that when its hooked to the water hose the two exhaust hose at the top that i was told not to get in the water while trying to start it has water coming out of them when it finally started is that normal never noticed it before.

"More or less water will spray out as the thermostat open and close. If water is coming out immediately at start, your thermostat is probably defect or leaking. It should take some time (20+ sec)for the thermostat to open."
