'1974 9.9hp water circulation issue

Model 10724a Motor sat for 10 years before i purchased.

Replaced water pump assembly. After motor is cranked and running i have water out of peehole ( dribble at idle, decent stream at 1/2 throttle, is this normal ??)
but motor gets hot enough that i know something is wrong.

suspect thermostat be an issue. any of you experienced mechanics got any suggestions?
