"If the starter is spinning fast as it should, the bendix gear is most likely sticking due to someone greasing it (DO NOT GREASE) which collects dirt. If this is the case, clean it with WD-40.

If the starter is not turning as fast as it should and the battery is good and fully charged, check/clean all cable connections to avoid a voltage drop.

Test the starter by running cables directly from the battery to the starter."

"With a known good fully charged battery, did you run known good cables directly to the electric starter? If you did, and the starter still did not engage the flywheel, I would suspect the starter."
