1973 Johnson 4HP Troubleshooting

I recently received a Johnson 4W73C 4HP outboard; it was in pretty bad shape, but was salvageable. It was full of corrosion/gunk, and was not running. I cleaned it, replaced the breaker points, spark plugs, lower unit seals, water impeller, powerhead gasket, lower unit oil, fuel lines, fuel pump and carb rebuild. When I finally tried to start it, after many pulls, it wouldn't start. I tried adjusting lean/rich as well as the throttle and choke. It has 42 psi compression in the top cylinder, and 54 psi in the lower. I have been through the whole motor, and it has spark, the carb has fuel and the reed valves are not bent, so I really don't know what is wrong with it. After all the time and money I've spent on the motor, I would love to see it run. I'd appreciate any ideas on how to get it running.

I already tried that. Is there a chance it could have something to do with the compression? Or is 42 psi enough to pull gas into the cylinder? I might have to take the whole thing apart again to do piston rings, but I would like to make sure they’re bad before I do that.
