1973 evinrude 65 HP runs poorly under load

I been trouble shooting an Evinrude 1973 65 HP motor using the factory service manual. The engine runs very slowly in gear going 10 mph at best. I have rebuilt the carburetors, replaced the fuel pump and replaced the power pack. With the engine in neutral if I run the motor using the carburetor linkage on the engine it runs great. When I put it in gear it has no power. I have checked the spark and ohmed out all of the different coils, all are good. The engine sometimes surges at low speed and begins to run correctly but only for short periods. I am not sure what else to do. Help!

Report on a compression test.--------And does spark jump a gap of 3/8" on all 3 leads , yes or no ?---Winding it up in nuetral means nothoing at all.----Just sounds good to you.------It will wind up on 2 of the 3 cylinders !
