1973 65hp johnson motor running problems

hello, i'm working on a 73 65hp johnson. my motor does not seem to want to idle when in the water, in or out of gear. i can run top end, just not idle speed. i had carbs rebuilt, new plugs and wires, fuel pump screen and gasket new(diaphragm looked good), fuel line good. it will run when using the warm up lever, and runs well on top end. motor fires up everytime no problem, just wont freaking idle in water. compression is great in all three. my questions:

does the spark advanced lever and arm move forward when put in gear or stay still, till throttle up?

can somebody please tell me where number 54 goes in the picture below, does the spring arm go on one side or the other of number 18. it just looks like it should be attached to something or go somewhere. this boat has been passed around a few times.

Did you try cranking the idle stop screw out until it idles fast and slowly bring it back to where it needs to be. Engine idle is dependent on timing if it is too far retarded it will not idle correct

yes, it was idling fast so we turned the screw out, earlier i just noticed the darn plastic socket and ball for the spark advanced link arm is broken. i have them ordered. i would think those pieces are very important, looks like they help control the spark advance arm distance on the stator. it was moving all over the place.
 
Spring # 54 has absolutely nothing to do with idle quality.-----------------------If you look carefully you will see that it has to do with holding the choke OPEN at full throttle.-------------Have you inspected / checked the reed valves ??-----Who rebuilt the carburetors ??

shop rebuilt carbs, didn't have them look at anything else. have not got that far into the motor to look at reed valves, just getting the basics and simple stuff checked first. he must have done something right, first time i took it out on water i sucked six gallons of gas in thirty minutes, the last time, i used three gallons in forty five minutes. thanks for your reply
 
The black rubber bumper ( fits over 1/4" screwed adjuster ) is the stop for maximum spark advance .----It is set at the factory and really never should be adjusted.-Replace the black rubber bumper !! ---Check maximum timing advance too.
