1973 65HP Evinrude Engine Temp Hot! (Overheat)

Hi folks,
Some help please! Older motor. No tell tale 1973 65Hp Evinrude. I changed the water pump new complete. New Head gasket and cover gasket. New themostate. I have not had it in the water yet, just on muffs. Temp with infared 191F. I shut her down. What is the operating temp? If temp continues to go higher then normal operating temp. What do I do next. Compression is 125/125/122. Any and all help greatly appreciated.
 
On a flushette, the water must be turned on full force for a engine of that hp size. The thermostat normally opens around 143 degrees so the engine will run slightly hotter than than.

In a barrel, trash can, whatever.... the water level must be a couple inches about the water pump as the pump is NOT self priming. You know where the top of the pump is located obviously... have the water 2" or 3" higher than that.
