"I cannot seem to achieve mid to high rpm with my 9.8 HP Merc. I bought it recently at an auction and believe it has been sitting for awhile. Anyway, after putting in a new fuel pump diaphragm and gasket set, removing and cleaning the carb and filing and re-gapping the points, it starts and runs great at idle and low rpm. However, when I try to accelerate past low to mid rpm, nothing happens for a few seconds and then suddenly it will surge to full rpm or thereabouts. Sometimes it may surge only momentarily, back off and then surge again to high rpm. Its like someone turned a switch on. If I gently ease back on the throttle, it will decelerate and run nicely. Any ideas anyone"

"check that the ignition advance dont hang, and check your ignition timing, the advance is adjusted by an arm connected to the trottle, and moves a plate beneath the flywheel that adjust the ignition when you increase/decrease the trottle..."

Denis.
Try a new set of points. Its not a good idea to file them. They could have ware at the pivot point or weak spring or another problem causing them not to work right. If they are too close there is poor top end . Too wide bad idle. Up too you but this is where I'd start and check thier mounting plate for ware as well.
Good luck.
