1972 JOHNSON 40HP CARB LEAKING

My dad's boat had been sitting up for quite a number of years and my brother and I decided to sell it. We got a new small gas tank and a new supply line and when we pumped it up gas came out of the front of the carb. We figured it was the float or debris in carb so we replaced the float. Everything else was clean. Needle valve worked fine. I put it back on and pumped it up and it leaked again. After numerous times of opening and inspecting I still can't figure it out. Just for the heck of it I turned the carb upside down with fuel line connected and it shut off the fuel supply. Turned it back right side up and pumped it up and gas started running out of it. I'm at a loss and need some help. I'm going nuts with this. Thanks for any input!
 
The carb bowl vent is plugged and essentially you are pressurizing the bowl as you pump fuel in so the fuel just flows up & out thru the jet.
 
Droid, you were right. A dadgum dirt dauber had filled in the vent hole on the front of the carb. I didn't know it was a vent; it looked like it was filled with some white stuff from the factory. So I cleaned it all out and now all is well. Thanks!
