1972 evinrude 50

Hello I have a 1972 evinrude 50 it has a new prop runs great until you get to full throttle it gets up
plane and go's for a short distance then starts to surge like its not getting enough gas if you pull the throttle back to 3/4 it works great.I removed the carbs and checked them out and they are like
new inside the only thing I found was the idle mixture screws were not set the same top carb was
1/2 turn of seat and the bottom carb was 1 turn of seat.under the cover it says 3/4 turn of seat and then adjust as needed,as for compression it has 160PSI in bottom cylinder and 165PSI in the
top cylinder,could this be a electrical problem?? as I noticed with motor not running if you move the
throttle back to idle and then move it throttle up slowly the mechanical advancement moves till it
hits a rubber stopper and moves no more but at that position the throttle is only in the start
position and as you move the throttle up the rest of the way from start to full throttle there is no
movement on the mechanical advancement could this be my problem??????or am I looking a new
power pack and or coils or god forbid both??????????please help as I am dieing to get out fishing!!!

Ignition advances to the stop ( rubber thingy )and the stop should not be adjusted.----------------------You need to look at what is wrong with linkages that prevents throttle from opening all the way.---------------Sounds like someone had things apart and got confused.---------------Do not adjust ignition advancement !!!!!!!!!!
 
On an outboard the ignition advances all the way ---well before throttle opens all the way that is normal.--------------Throttle opens very slowly at first and then at the end opens rapidly !!
 
Just a thought when you had the carbs off did you clean the highspeed orfices?? How about adjust the floats,or at least make sure their set right? both or either could cause that problem.
