1972 Evinrude 125 HP PROBLEM ID Verification Please

Problem: Bought boat 1 month ago. Has never ran right. Runs good cold or warm but after 10 to 30 minutes at WOT slowly gives up speed, runs rough and won't allow over 2,000 RPM's. Idles nice and trolls good, does not stall. Has done this 9 times during trial runs. Today only ran 10 minutes before acting up. Last week ran 1 hour before acting up.


Today: When motor acted up: sprayed fuel in reeds, did nothing. Not a fuel issue.
Used timing light and #4 cylinder cut out, comes back, cuts out, etc... Took to landing and ran compression test.

Results: #4 30 , #2 50, #1 70, #3 90. Took compression reading cold: #4 95, all others 110.

Looks like blow by. Piston and rings or at least rings are bad. Shows up when engine is warm.

Looking at my repair manual it looks like I need to remove the power head to replace piston and rings. Is this true? Is this motor worth fixing? How many might as wells could I run into if I tackled this problem?

I don't think I am overheating. The first thing I did 1 month ago was change the impeller and oil (type C). Today the engine was barely warm. I could kept my hand on the flywheel all day. Last time I took it out and it lasted a hour the flywheel was much hotter (could leave my hand on it 5 seconds). Today barely warm.
 
Might do this but frankly I am so pissed at this engine it wouldtake much for me to throw it overboard. I tried a new pulse pack but it ran even worst. Do you know anyonelooking for a parts motor?
