what is the best way to adjust the four slow speed screws.just rebuilt carbs. runs rough

I imagine it does run rough if you are adjusting the slow speed screws. It doesn't have any. Those are plugs with gaskets---intended to be screwed in all the way to seal the passages. Slow speed jets are fixed jets in the side of the carb body.
