1971 mercury 40 4 hp pee stream only at idol

new to site hopeing for help i have replaced the impeller , i inspected the supply copper pipe from pickup it and seals are good, im new to outboards but it seems to me that some how it looks like exhaust is intering the cooling system notice bubbles when run in the tank but not sure if exhaust exits threw the drive as well as the muffler. please advise welcome

What did the old impeller look like ?????-------------Exhaust goes out the bottom thru the prop.-----Replace the impeller on a regular basis as it is probably one of the worst designs on outboards in general.---------------The plastic washer ( melts when it gets too hot )at the top of the water tube has been known to block water to the engine after severe overheat as well.----------You need water well above the pump in a tank as the pump is not self priming.
