1971 evinrude outboard

Hello all,
I am new to boating and am trying to help my boys with a motor issue. They have a 1971 60hp evinrude outboard that starts and runs fine with muffs on. On the water the boat tries to come up to full speed but just will not. Seems like no difference between half speed and full. boat runs good smooth just slow. We have had the carbs cleaned and new plugs. It has electronic shifting not sure if that matters. Also when you shift to neutral at higher speeds the motor will leap to life and scream. Have found no issues with lower unit such as binding. Any help thanks
 
If there is no load on the motor ( nuetral ) it will scream.--------Means very little.--------Do a compression test.---Check that there is spark on each of the 3 plug leads.------------Has the flywheel been off to clean the distributor and to gap the points ??----Sound like it might be running on 2 cylinders.--------Were the small high speed jets that are screwed into the carburetor bowls removed ? -------Were they cleaned ?
