1970 4hp lower unit

Trying to get the water pump impeller off. Can not get lower unit off the engine to be able to check the impeller. I have separated the lower unit from the center unit and the center unit from the engine. I still can not get them separated. Does the lower unit need to be taken completely apart to get to the water pump?
Help please!
 
All it should take is the 4 screws that hold the lower unit to the exhaust housing.----The lower unit should come off !------If it does not then obviously the motor has not been maintained.------Likely the splines in the crankshaft are rusted and the driveshaft is jammed in there.--------------There are various ways to deal with this, one is to buy a new motor like everyone else.----------Try using a wood block and hammer to see if the lower unit comes off.
