I am wondering if the propelle

I am wondering if the propeller on this model outboard is supposed to be turning when the engine is started on land with muffs on. I have heard that the motor is always in gear as a safety feature if the hydro electric shift looses power.
 
It may turn slightly momentari

It may turn slightly momentarily as the starter is engaged BUT then should go into neutral within seconds.

"One of those units in " good codition " will shift into nuetral after about 2 turns of the flywheel.It may turn afterwards due to " drag of the oil " , use you boot or a piece of wood to verify that it is in nuetral."
