1969 9.5 hp wont start!

I have a 1969 9.5 hp Evinrude wont start. Has spark. Hooked fuel line to motor and primed bulb on fuel line. Noticed fuel leaking from fuel filter cap. Replaced cracked cap. Fixed leak. Didnt seem like motor was getting gas and wouldnt start. Removed Fuel filter/fuel pump assy and squeezed bulb on fuel line. I did not see any gas coming out of fuel pump at all. Should I have? ANY HELP WOULD BE GREAT!!
 
What happens when you put a bit of mixed fuel down the carburetor bore ??------It should sputter and act like it wants to run.-------------What is the actual gap that the spark can jump, it must be able to jump a gap of 1/4" or better.----------When you remove the screw on the float bowl ( 7/16" wrench required ) is there any gas in there.
 
Tried putting gas in carb. Nothing. Put spark plug touching engine. Should I have kept it away from engine a quarter inch or so? I suck at computer but do have a cell phone. ???
 
Laying the plugs on the block says there is spark and that is all.-----------Not a good test !!!--------------I recommend pulling the flywheel to inspect the ignition coils ( they are often cracked )--------I do own about 10 of the 9.5 HP motors for parts and repair.-------I do have some knowledge so to speak.
 
Thanks for spark test info! Can you tell me if I should see gas coming out of fuel pump when I squeeze bulb? New to this computer thing. Removed 7/16 screw in bowl and didnt see any gas. Want my cell phone #?
 
Keep trying to reply to racerone. ???? Removed 7/16 screw but saw no gas. Should I see gas coming out of fuel pumo when I squeeze bulb with fuel pump unscrewed from motor? THANKS
 
When you squeeze the bulb fuel should go right thru the pump and into the carburetor.---------------Fuel pump on your motor has nothing to do with it starting. It keeps it running once started.-------I do not need your phone #
