1969 85hp Evinrude V4 Compression

I just recently purchased an old fixer upper boat with a 1969 85hp Evinrude V4 and need help on a few areas.
Keep in mind, this engine may not have been started in over 5 - 10 years???
After putting some miricle oil in the spark plug holes and letting it sit for a day, we hooked up a new battery and new spark plugs and tried to kick it over. It cranks but does not start. So we know the stater works and the electrical from the controls work. We do not have spark at this point though?
1) What would be the first thing to check for no spark?
2) What should the compression be on each cylinder?

We don't want to put money into it and move forward with this engine if its gonna be a money pit? What is the best process to find this out?

This has been said thousands of times.----The compression should be even on the 4 cylinders and the actual value depends on many variables.--------Spark? --You pull the flywheel and set the points at 0.010" / check the anti-reversing spring / clean distributor cap and rotor and check for spark again.
 
Thank you for your reply! I'm in the process of doing just that. Piece by piece I am troubleshooting it. Without spark, I tested the compression and got from 60psi - 75psi between all 4 cylinders. I just didn't know what psi range I should be at?
Another question is, is this a 2 stroke or a 4 stroke motor?

Of course this is a 2 stroke motor.--------------------Your best bet is to find a factory manual in order to avoid costly mistakes.---------4 Stroke motors were not popular in 69 and only Homelite / bearcat models come to mind.-------------The knowledgeable public back then did not want them.-------Today people have lots of money and are rushing out to buy expensive 4 strokes made overseas !
