1968 Evinrude Fisherman outboard

My 1968 6 HP outboard runs great with the cover off. When I put the cover on the rpms slow down and it runs smokey. Take the cover off and rpms come back up and smoke clears. It seems like there is not enough air mixing with the fuel when the cover is on. There is no adjustment on the carborator other than slow speed adjustment and the manual says no need to adjust the carborator other than slow speed. What could be wrong? How can i get more air into the carborator if there is no adjustment? No one has answer so far, can you help me? Frank

I have the answer (or educated guess--you decide). Get it out of that barrel and onto a boat on the lake and it will run fine. Say what?? You aren't running it in a barrel?? Ok, bad guess then.

Usually an exhaust leak under the cover...not typical for that motor but worth a good look

Another possibility is a combustion air intake plugged with spider webs and such?

I believe it pulls the combustion air in the slot just to the left of the large hole for the powerhead just a thought take and spray high pressure water under the carb right in front of the block.
