So I finally done with my first stage of restoration of this engine, the engine came with numerous problems, looks like the previous owner reglected and abused it quite a bit. But I was finally able to get it running and took it out today. Got two problems would like to ask you guys, I am pretty new to this hobby, post 1st one here(the 2nd needs a video which is being uploaded):
I installed an amazon cheapo techometer like this one:

At full throttle it reported 3000-3500 rpm, are these things accurate? Online doc says this engine should run at 4500 rpm at WOT, I am not sure if it was the techometer being not accurate or my engine actually didn't run full throttle, if it is the latter, which part of the engine should I look into? I've already replaced fuel pump, completely cleaned, rebuilt carb, replaced all fuel lines.
