1967 Johnson motor cover repair

I have what I believe to be a 1967 Johnson model number is FD-21R. The seal where the pull cord is located is broken so the metal price behind it isn't pushed up firmly against the motor cover, and clue how to fix this?
 
Yes these are a problem. You don't want water getting in there as it ends up in the carburetor. I have one staged to work on here shortly I will take a look and figure something out. This is one of the prized 22 in³ which is one of the finest outboards ever made. I think the first offering was in 1948. Omc ended the run in 1976 and pushing out 25 horsepower. The 25 horsepower short shaft rope start is probably the greatest power to weight ratio of any offering by OMC.
