1967 Johnson 3 HP

I have a 1967 3HP Johnson outboart motor that I bought used for a 9 foot inflatable dinghy. It does not go very fast and the engine dies when the speed level is put in the mid-range. Can anyone tell me what may be wrong? Also, what does the lean dial for fuel mixture supposed to do? It makes no difference in how motor runs when I go through its full range.

You are picking on the carburetor as the scource of the problem -----People usually do that ----------------But it costs nothing to test compression -------Costs nothing to test for spark that will jump a gap of 1/4" or more.--------------If those are good maybe the carburetor needs a good cleaning ( must be taken apart )--------------------If there is only one fuel mix adjustment , it is for the low speed mixture and it really does nothing for full throttle running. ----All the fuel ( low and high speed )must go through the fixed ( or adjustable ) high speed jet so it must be confirmed clean !
