1967 91/2 hp outboard trouble

It starts and runs then cuts out and dies, even at full thottle. Sometimes it start right away and sometimes it doesn't.
I put it in a barrel and it runs good, but misses once in a while. It only dies in the water pushing my boat (under stress). I put gas stablizer in the gas, tried a different gas line hose and clean the plugs. But nothing works.

I had the water pump and the seals in the lower housing last year. When I run the motor it does not seem to discharge much water. I pulled the plugs and they seem dry.

It's hard to find a place that will repair it and parts are outragous. The marine shop in my neighborhood won't touch anything older then 1980. Last year they fixed it. Any help would be great, Thanks in advance.
 
So where is your neighborhood ??----------Will spark jump a gap of 1/4 or better ??----------An answer of " spark is good " won't do.
 
No-----The manufacturer built a system that can jump a gap of 1/4" because that is what outboards need ( strong ignition )-------------sparkplug gap is 0.030"----------Some electronic systems are built to jump a gap of 1/2"-----------------Trouble shooting is something you need to do.-------------I worked on those motors when they were " brand new " so I am very familiar with the machine.
 
The spark test is with a spark test tool there cheap,And it can be set to watch the spark jump that 1/4 inch. You might try a carb kit,its fairly easy and your problem may be air leaking in the carb.If you have too many problems repairing it, I live 100 miles west of you Near Willmar.Test tank in the garage,and the BIG tank off my dock on Diamond lake
 
The question of 1/4" spark needs to be answered -------Plug is " getting spark " is not the proper answer.----------------And sorry if you do not understand why !
