1966 Johnson 40 HP Electramatic shift info

Purchase motor and I'm not sure about control operation. Very hard to advance start throttle lever on control box.*( I have only had it running in a tank and have not tried to shift it while running.) When not running the controls will shift into gear but throttle then is very hard advance. (Feels like the conrtol handle might break.) The controls move easily when not attached to the motor.* I know that the carb throttle vale is synchronized to open as the timing is advanced, I just don't understand why it is so hard to advance the throttle control.

Has this motor been in use recently or is this a " fresh out of the barn find" that you just aquired.------- Maybe somebody installed new ignition coils and did not adjust them properly !--------Maybe the magneto plate and mounting ring have not been lubricated for a while.---I am not standing beside your motor, so does the lever ON THE MOTOR advance easily or does it bind up ?
 
Engine not run in several years. lever can be moved with 1 finger. (No binds but it takes some effort.) Thought cable and lever at wrong angle making it hard to push lever backwards. All parts look correct. Have another identical motor and it operates the same. I have sprayed penetrating oill on Mag plate
Didn't seem to make a difference. How do you lube the plate and ring?
 
Disconnect spring at the back of magneto plate and see if magneto plate rotates easily.-----------Proper lubrication of magneto plate means taking the flywheel off for inspection.---Removal of magneto plate for inspection is likely a good idea anyway.-Throttle cable must not be anchored too close to the control box.
 
Thanks for the info I will try to get back to the motor in a week or so. Unless it get's too cold, then next spring. Thanks again.
