1966 evinrude 18hp fastwing

I replaced the impler, tested with. Drill water was coming out. Put the lower unit back on and water came out barley and now has stopped working again. Im not sure how to unclog the lines since there is no tale tale. Should I put compressed air on the copper line in the shaft. I can blow on the lower unit copper line and hear air coming out.
Water came out of the thermostat housing once also when it worked there first time its dry again.
 
Did water tube stay in the pump ?---If yes , did you put it into the upper grommet before installing the lower unit?----Testing the motor in a bucket with water 8" above the impeller?

Took it to the lake. The trash can I used was too small. The exhaust was blowing it out and around it couldn't pull it. Took it to the lake peeing like a race horse
