1966 9.5 idle issue

i have a 1966 9.5 johnson. this was a freebie, that has a idle issue, it won't idle and hard to start, and is running rich despite moving the low speed idle screw, compression is 60 psi per cylinder, installed new set of points, points are opening 180 degrees apart and in the middle of the marks on the flywheel spark is a blue in color and you can hear a snap.i rebuilt the carb and cleaned every opening i could find. installed the carb and still have the same issue.i have removed the welsh plugs and found no lead shots. the parts listing says that there is. Question is the lead shot required ? what may i be missing? any help would be great.

Are you running it in a tank with the hood on?

i am running in a tank but the hood is off.

any idea regarding the lead shots? are they supposed to be there?

The parts manual says 4 lead shots on the assembly.----How many do you count on yours ?

the 2 welch plugs on the side that i removed have zero lead shots.i didn't remove the other 2.
