1966 3hp johnson lever

just purchased 1966 3hp johnson and the throttle lever is stuck. any ideas on the problem or how to fix it. everything else seems to be ok

Must be rust or dried grease. Disconnect the lever from the cam plate and try to move the plate with a finger to see if it moves. If it does then trace the lever for corrosion or sticky grease and clean it up or spray some wd-40 to it. If it doesn't then pop the flywheel and clean up the cam and the moving components attached to it.
