1966 100 hp evinrude starflight shifting

I have a 1966 100 hp Evinrude starflight. Problem just started today on the lake. Half throttle in forward it drops into neutral. I can pull throttle back to shift position and I feel it kick back in forward gear. It will go forward in slow throttle. Once throttle is advanced higher it slips back into neutral. Reverse works fine in low or high throttle.

1. Check the gear oil in the lower unit. Must be full of "Type C" oil, now sold as "Premium Blend" by Evinrude dealers. Still Type C elsewhere.
2. Must have no water in gear oil.
3. Check the voltage on the green wire leading to lower unit. Should show battery voltage (wire NOT disconnected).
4. Might be a spun prop hub also. Make a mark on the plastic prop nut and another on the prop, aligned with the first one. Run motor till suspected slippage occurs. Stop motor and check the marks. If no longer aligned, it slipped.
 
Check ohms on the 2 electromagnets--------If it is the clutch hub and spring gone bad , there is a fire sale on them till existing stock runs out.-------Those parts used to be a lot more $$$$
 
I checked the foot fluid. It is full and is a bluish gray color. I can put in forward and turn the prop 2 turns and it locks the same for reverse and neutral. I haven't found a new prop yet to try that.

Quick question.
With key on. I can press forward button, spin prop 2 turns and it will lock in forward. Then press reverse and spin prop twice and in locks in gear.
While key is on and locked in forward prop is locked in forward and I turn the key off the prop spins freely like in neutral. If the key is off then there should be no voltage to blue or green wire. In that case with key off should it still be locked in forward or spin freely?

Would the clutch be bad since reverse works fine at full throttle with no slipping?

I just inspected the blue and green wire and found where it goes through the bottom of the motor housing that the insulation around the wires were crumbling and possibly causing the blue and green wire to connect to each other or tOuch the housing. if that is the case Would that cause a forward shifting problem?

If blue and green touch then the motor might want to be in forward and reverse at the same time.-------------Not good and something will go ----CRUNCH -----in short order.------Please study how this shift system works.---That will eliminate confusion on your side.----------I have about 10 or more of these units apart or complete and on the shelf.

Quick update
I checked voltage.
I have
11.77 volts on green wire when in reverse.
11.77 volts on blue wire in forward.
no voltage on both wires in neutral.

I repaired a bad spot on the blue and green wires that I found during inspection.

when selecting forward or reverse and turn the prop twice it locks in gear. When selecting neutral the prop spins freely

Is this proper working operation with voltage and wires?

Update,
I tried new prop, new foot oil with proper oil, made sure voltage was correct. I took it to the lake yesterday and still slipped out of forward under a load.
I took foot apart and found that the tip was broken off if the forward shift spring. It was catching on the gear set screw to allow forward at low speed. Once throttle was applied it would slip causing it to slip out of forward gear.
just ordered new parts. Hope to have back together by this weekend
