1965 or so Mercury 9.9 hp 110 Problem

I have an old 9 HP 1965 or so Mercury 110 engine. I can't pivot the engine to turn the boat where I need to drive it. Is there a release pin or spring loaded lock mechanism that has seized up? I have not use the motor for a couple of years so I have soaked it with penetrating oil to maybe loosen it up. That has not helped. Can anyone help me on this. It does move slightly but after about 1/8th inch it hits something solid. I can tilt it up and lock it on the transom. I can't see anything that looks like a lock or pin that could be preventing it from moving. It's getting close to fishing season and I need to get it fixed.

The swivel is frozen. There's sometimes a grease fitting where you can force grease in. Either way, heat the swivel assembly with a propane torch until it will move, then wiggle the heck out of it. That will sometimes loosen it up. If not, the power head has to come off and the swivel assembly disassembled.
