1965 evinrude 18 hp idle problem

having problems adjusting the

having problems adjusting the slow speed idle...the motor will idle OK but it will cough or run slightly rough at different intervals...

I've cleaned the carb...should I get a new needle valve? the needle valve has a very slight wear line....barely noticeable.
