1965 90 HP STARFLITE Lower unit locked up

"Took the lower unit off and its a electric shift( Wire going in drive)
IS why its not moving have something to do with the electric shifter in it?

Should I be able to turn the shaft?
Never delt with this setup before.

Drained the oil out and it looked good,no water or metal flakes.
Any help would be great.
