1964 Johnson Evinrude

Hello, I have a 1964 28 horse Johnson Evinrude model#28402 M. And I was wondering if someone could help me with setting the fuel mix settings on the thing. I know very little about the lean/rich settings and why they are there. I also would like to know is it normal for it to smoke a lot? And does setting the mixture effect it? Any help would be greatly appreciated.
 
You using a 50/1 mixture? the carb lowspeed needle should be lightly seated then opened 1 and 1/2 turns.That is the starting point fine adjustments go from there.I am guessing here but the hispeed needle lightly seated and then opened 5/8s?? 3/4s turn.Hope someone can correct me here!?

Thanks for the input. Finally got my boat out for the first time and had some minor problems to work out but got it. Now it runs great. New to boating but I was wondering is about 10mph to slow for a 28 horse and a 15ft fiberglass boat? thanks for the input.
 
Sounds like it is running on one cylinder.-----Check spark , It should easily jump a gap of 1/4" on both cylinders.
 
yes already done that. It was originally doing one spark and I fixed that, now both spark fine and plugs are brand new, It also has new points and gap is set to correct spacing. But I am still curious as to whether or not it should be going faster. Remember it is a 15 foot fiberglass boat.
 
Adjust carburetor.-------------------Open throttle ( in gear on the lake ) -then turn high speed ( lower ) in, till it runs the best.-----------Then adjust idle mixture at idle in gear ( upper needle ) till it runs the best.
