1964 evinrude 9.5hp carb proble.

Hello everyone,

My 9.5hp evinrude was running pretty rough. Figured it needed a carb rebuild. I ordered a kit on the internet. It came in and I took the carb apart. Replaced the float, needle, and valve. Replaced the gaskets it came with also. I reinstalled the carb pumped the gas primer and gave it many cranks. Nothing happened. I pulled the fuel line off and cranked the motor to make sure the pump was working. It did work. Bowl is feeling up but nothing is coming out of the jet. I pulled it apart again and made sure I could run carb cleaner through the jets. None were clogged. I am at a loss and need help. Any suggestions?
 
Also, I poured some mixed gas down the carb and it ran perfect for a few seconds. I have adjusted the fuel ration needle all over the place and still nothing
 
Float installed upside down ??-------Best to start with this simple test.--------------Does spark jump a gap of 1/4" or more with a snap you can hear , yes or no ?
 
You say you checked the jets. However, the symptoms suggest the high speed jet is not clean. It is deep in the hole behind the hex drain plug. So, you are sure it is absolutely clean, right?
