1964 18hp Johnson cooling problem

I recently purchased a 1964 18hp Johnson model FD-18E it starts and runs good.
The first time I started it let it run several minutes and noticed it wasn't pumping water, let it run for several more minutes still no water so it shut it down.
My 1st thought was the impeller as the engine sat for several years without running. Took the lower unit off to check impeller which looked OK no
broken blades and rubber was not brittle. Put engine back together put it back on the boat and ran it in tub of water, it still was not pumping.
I next took out the thermostat it did not look good, put it in a pot of water and brought it to a boil it did not open so I order a new one from Marine Engine.
While I was waiting for the new thermostat I took the lower unit off again to make sure the water tube was in place correctly. Put the engine together
and installed new thermostat. Started engine and still not pumping took the thermostat out and run without it still nothing. The water line to the head must be blocked how do I clean them?
 
The water in your bucket must be 6" above the pump.---Just covering the intake for the pump is not good enough.
